Policies & Procedures


Opening of an Account

Applicants for deposit accounts must supply such information as is requested by Autotote Enterprises, Inc. ("AEI") including name, address and tax payer identification number. No bets will be processed without a tax payer I.D. number.

AEI reserves the right to verify tax payer I.D. numbers. Applicants must certify in their application that they have attained the age of 18. The minimum initial deposit required is $25. No minimum balance is required to keep an account open, however AEI reserves the right to close accounts that have been inactive for six or more months. AEI will accept telephone betting accounts in the name of individuals and will not accept applications for corporations, trusts, partnerships, beneficiaries or custodial accounts. Deposit accounts are non interest bearing. The account is for the personal use of the account holder and account holders will be held responsible for all bets placed through their accounts by any person providing the correct identifiers and using the account. Accounts may be accessed by the use of a code word, the Password, which may be up to ten characters. In the event that the account holder does not remember the Password, other information may be used to verify the account holder. AEI or the account holder may change the code word at any time without explanation by informing the other party in writing of the change and the effective date of the change. Each account will have a unique number, which may be changed at any time by AEI so long as AEI informs the account holder in writing. All account holders will adhere to any methods of identification that AEI may require in order to access their account. The account holder bears the responsibility for maintaining the secrecy of his account number and code word.


Wagering Procedures

All betting conversations will be recorded. Listen carefully as the operator repeats your wager. Unless you object to the wager, you have purchased the bet.

All telephone bets are final and no bet shall be cancelled at any time after the bet has been accepted unless all bets in the relevant pool are cancelled, or unless the request to cancel the bet is made during the single betting conversation in which the bet to be cancelled was made.

Once a betting conversation has ended, all bets made in such conversation are final and irrevocable. Autotote reserves the right at any time to refuse all or part of any bets. Autotote reserves the right to declare betting closed at any time, with the approval of the State of Connecticut, on any pari-mutuel pool race, group of races or closed for all betting. Payment on winning pari-mutuel telephone bets will be posted to the credit of the account holder as soon as the race is declared official, barring technical difficulties. Connecticut Off-Track-Betting co-mingles with all tracks. In the event that there is a failure to merge pools with another track, according to state law, a separate Connecticut pool will be created and Connecticut odds will be paid. Connecticut odds may differ from track odds.

Tax Information

Effective March 1, 2002, IRS withholdings will be at 27% when winnings are greater than $5,000.00. Connecticut State Income Tax will be withheld at 4.5%. Winnings are reportable when the odds are at least 300 to 1.

Deposits to an Account

Money Orders and Cashier Checks will be posted to accounts upon receipt when drawn on an American Bank. Personal checks will not be posted to the credit of an account until the designated hold periods have been met.  Checks drawn on business or corporate accounts will not be accepted. Wire transfers to our bank are accepted. Deposits can be made via credit card through Cash Systems, Inc. All checks are payable to Autotote Enterprises, Inc. You can make a deposit via mail by sending it to the address enclosed. AEI reserves the right to refuse deposits to the establishment or maintenance of accounts for any reason that it deems to be good and sufficient.

Withdrawal from an Account

Withdrawals may be made at any Connecticut Off-Track-Betting branch in cash, or as determined by AEI, upon presentation of proper identification. Withdrawals will be made by check upon receipt of a written request. Written requests must include an original signature for identification purposes.

If your account balance is insufficient to cover the requested withdrawal amount, no withdrawal will be made. Withdrawals can be forwarded to the office in New Haven by fax. Withdrawal checks will be provided as quickly as possible upon receipt of your written request.


State Rules and Regulations

All wagering is subject to Connecticut Off-Track-Betting Rules and Regulations. AEI will provide a written statement of account activity annually. An account holder may request a statement at any time for the previous or current year. No employee of the telephone deposit center shall divulge any confidential information related to the operation of the telephone deposit center. The address provided by the account holder to the association is deemed to be the proper address for the purposes of mailing checks, statements of the accounts, account withdrawals, notices, or other appropriate correspondence unless written notification is on file.


Closing of an Account

AEI reserves the right to suspend or to close any account at any time, provided that, when the account is closed the funds on deposit are returned to the account holder, less applicable service charges. Each year AEI will close those accounts which have remained inactive for a period of six months or longer. Prior to closing, notification will be sent informing the customer when the account will be closed if no activity is generated. Upon closing, service charges will apply not to exceed one dollar per month for the accounts with balances of six dollars or less. Accounts with balances over six dollars will have all money returned to the account holder. All checks returned due to wrong address will be voided and no further attempts will be made to contact the customer. In the event that an account holder is deceased, funds in the account shall be released to the descendant's legal representative upon receipt of a copy of a valid death certificate and other documents as required. Ownership of a Telephone Betting Account can not be transferred from one individual to another. Upon written request an account can be closed and all moneys forwarded to the account holder.
